The ESFⁱ regulations on Open and Competitive Tendering mean that the Learning and Skills Council is not allowed to discuss or advise on the content of individual tenders. This includes giving advice on which Tender Specification to tender for or what activities should be included. They can however, advise on matters of fact, or clarification on anything contained in the Prospectus.
