National Offender Management Service ESF Programme Second Procurement Round
The National Offender Management Service (NOMS) was awarded ESFi Co-financingi Organisation (CFOi) status in February 2009 under the England ESF programme. NOMS is an executive agency of the Ministry of Justice. It will co-finance ESF activities in all nine English regions to develop the employability of offenders and ex-offenders to help them enter the labour market.
The NOMS CFO have commenced the second Procurement round for the above programme. The programme will operate in the 9 English regions.
Proposed Activities:
NOMS funded projects will deliver against ESF priorities 1 and 4 - extending employment opportunities and tackling barriers to employment. The activities proposed will reflect the key principles of the regional frameworks by providing specific and targeted interventions to support employment and skills needs for disadvantaged groups, thereby contributing to the regions' output and results targets.

How to get involved:
NOMS operates the prime provider contractor model. The deadline for expression of interest for prospective prime providers is now closed and prime providers have been shortlisted. Subcontracting opportunities: Opportunities for Third Sectori organisations to access the programme are through subcontracting. Organisations can get in touch with shortlisted Prime providers by:
- Contacting shortlisted prime providers directly: Third Sector organisations can contact potential prime providers directly to express their interest in delivering services for them as a subcontractor.
- Publishing your contact details on the Contact Database: In order to facilitate this significant procurement exercise HM Prison Service (HMPS) can publish contact details of the organisations who have given consent to publish their details on the HMPS website to help promote interested Prime providers Sub contractors and Third Sector organisations to network with each other and formalise potential subcontracting arrangements within their potential proposals to deliver the ESF programme. Prime providers need to submit their responses to the tender by 11 June 2010, so Third Sector organisations interested in engaging in the process are advised to get in touch with Prime contractors directly.
