Payments and Claims

The total project costs/unit costings will, in the main, be broken down into on-programme element and outcome element. Provision will be made to allow providers to claim eligible start up costs. These costs will be agreed in advance. It is expected that most start up costs will be incurred on commencement of the project and paid with the first monthly payment. Jobcentre Plus will not withhold the final 20% of ESFⁱ at the end of the project, pending payment of the final claim. This will allow providers to maintain a positive cash flow, a significant improvement over current arrangements.
