Phoenix Priority Groups Emerge

Ex-offenders, people with mental health problems and refugees have been singled out as potential targets of the Government’s flagship funding programme to boost enterprise in deprived areas. Bosses of the Phoenix Fund are in consultation with Ministers over how they can provide more support to a wider range of hard-to-reach groups through their Development Fund.
